Because their mommies and daddies had the freedom and liberty to make the $$$ (or inherit it from someone who did) so they can go to a place with no drinking age, act like fools, and, at least for the girls, get a chance to be on "Girls Gone Wild". Everybody's got the freedom and liberty to get a job, save, and go themselves if they really want to. And the reason we have the 21 drinking age is that too many young people, who thought they were invensible, wrapped too many cars around tooo many trees, and killed tooo many people. A generalization, but very true.

Because they can afford to go. You have an opportunity to do the same thing if you know how to make more money. Sounds like you are a little envious of the rich.

Because they can and there is no law enforcement there to break up the party, or they can be bought off because it is corrupted.
Also, $$$ go a long way in Cancun who uses Pesos!!!!
