There is no such search engine. If you try googling it all you will get are paid sites. The ones I have used are all out of date and generally useless especially if you don't have the persons social security number, etc. or if is a common name.
Some states will do them for employers for a small fee ($10-$20) but you need written consent from the person.

sorry - but if you want to do a background check you will have to pay for it. most companies that offer this service are licensed private investigators, and they only do the work for pay.

sorry the one on dogpile.com will give you info that the person exists in that state and is the right age free but that is it as far as I know

OTIS. http://www.state.mi.us/mdoc/asp/otis2.html this is for Michigan residents anyway and it's free. im sure your own state website has it also.
