Your upper body tans more because the water is reflecting the sun on it. After you swim, apply a lot of sunscreen everywhere and then lay out on a lounge chair. Make sure you reapply every hour or so. Adjust your clothes so you get the tan where you want it!

I'm not sure what your body looks like, but muscle doesn't tan as fast as fat. My legs are very muscular and it does take a lot to tan them , while my stomach is always darker. I would suggest that you use a self tanner and always apply suntan lotion to your legs. i don't really think it woill help to apply more, they are getting the same amount of sun no matter how much is on there. just use MORE tanning lotin on your lower body than your upper body.
