It means "about" or "roughly."

For example:
The world population is ~6.5 Billion.

Online it's used for lots of things, including making decorative section breaks, such as this:

If it's on top of a letter, such as with "ñ" or "Ñ," then it's an accent mark. (FYI - you can make these characters by holding the "Alt" key while entering the numbers "164" or "165," respectively.

Well in a computer file name, the 'tilde' ( ~ ) is used to denote missing characters... like when you use a file name longer then 8 letters and you try to access it in a DOS environment (DOS used to have a limit of 8 chars length a loooonnnnggg long time ago) it will use the ~ sign

eg. mymusicfile.mp3 would be shortened to mymusi~e.mp3

It does mean "approximately", as opposed to "=" (equals), but I also use it as a punctuation mark, especially around French phrases; i.e. "~Parlaiz` Vous

if it is written alone it means similar like in math when you say triangleABC~triangleXYZ but if it was written with a dash under it it means approximately like when you say the price of these shoes is approximately 200 pounds

In Spanish its a "tilda" , you see it over an n sometimes and then pronounce it "ny" as in Enya.
