i think she is the charge of page , she is kind but her sister wanted to turn her againt the charme once
her powers arelike the powers of prue , wich are moving things with her mind

Billy is a peice of crap, personally. From a Charmed fan that has been following the show since the first eppie in the 90's, she is NOT a fourth sister. You should know that the power of three, is, 3 people, and that's Piper, Phoebe and Paige... Prue was supposed to come back in the last episode, but I guess they decided to scratch out that idea (b/c of Alyssa and Shannen's ongoing battle... no idea what went on there). She's technically a friend who was tricked into evil by her sister, who really is demonic in a sense. They were being used by the triad (surprise, surprise! those sons of a bitches never die), and her sister wanted to kill Piper, Phoebe and Paige even after finding out that she was being manipulated by the triad.... I hope I didn't give too much away. Her power that I know of is astral projection, and I BELIEVE (not sure) telekinesis. Sort of like a revival of Prue, only a sucky version, lol.

For your information, the new witch is Billie. She is Paiges new charge. She had join to help the charmed to fight demon when they faked their death. However, at the behind part of the show, she was make use by a demon (the demon kidnapped her sister - Christy when she was young and make use of her to turn Billie against the charmed one). But Billie is a good witch. In the end she killed her sister Christy inorder to save the charmed one. This season of charmed is one of the most interesting season. Don miss it!~

Ok Billie was Paige's charge and then they took her to there house taught her everything and she was good in till her sister turned her against them and then they killed her sister so everything is fine now. Have any questions email me. My email address is on my account. Also her powers are astral projection, and telekinesis. If she has any more I don't know them.

i think she is just a Innocent page is trying to save. she is not evil her other sister just turned her against the charmed ones, but at the end she helps them again. she can think of people and places and go to them
