certain type of nerves in your skin get mildly irritated--you feel itching
you scratch--the nerves are stimulated in an opposite way and you feel satisfied

itching can be caused bu high frequency touching, some chemicals, heat...

Nerve system. Scratching might not be the best answer, but it is a reflex as opposed to a cure to the problem.
