Actually, St. Petersburg was not named after Peter the Great, as one up assumes, that is actually incorrect. The name of St. Petersburg comes from a St. Peter who lived in the United Provinces of the Netherlands in the Holy Roman Empire who Peter the Great had admired. Since Peter the Great was looking for a way to open Russia to the West, he chose to bring European culture to Russia from the western countries. In fact the Russians call it "Sankt Petersburg", which is actually German, not Russian. "Petrograd" would be the Russian pronunciation of the city's name, (or Svyatiy Petrograd in full).
As for Leningrad, Vladimir Ulyanov needed a new name to call himself that represented the people of Russia, and it was suggested that he name himself after the Volga River, which would have named him 'Vladimir Volgin.' But he chose a far eastern river, the Lena River, which named him Vladimir 'Lenin. It was after Lenin died that St. Petersburg was renamed Leningrad in his honor. And the name was applied to the oblast which surrounds the city. Now that the Soviet Union dissolved, the city was renamed Sankt Petersburg.

Under the czars, it was St. Petersburg. At the time f the abdication of Nicholas II, the name was changed to Petrograd for a short time. After the Bolsheviks took over, it was changed to Leningrad. Following the collapse of the Soviet state, it took its ancient name back

It has to do with who the leaders were at the time. St. Petersburg was named after the Russian leader Peter the Great, who brought Russia into the modern era. During Communist rule St. Petersburg was renamed after infamous leader Vladimir Lenin. After the fall of Communism, it was changed to Petrograd.
