The Low Countries are the Kingdoms of the Netherlands, the Kingdom of Belgium, and the Grandduchy of Luxembourg, including coastal regions of East Friesland and North Friesland of Germany, and the Nord Department of France. The "Netherlands" means Low Lands. Most of the region is at or below sea level and often land is reclaimed from the sea. The seawater is pumped out by a series of windmill pumps and kept out by dikes and levies all along the coast. The reclaimed lands are polders, and the province of Flevoland is the largest polder in the Netherlands. Some of the coastal islands of Friesland are actually sinking into the sea, and have been so for centuries.

The Low Countries, the historical region of de Nederlanden, are the countries on low-lying land around the delta of the Rhine, Scheldt, and Meuse (Maas) rivers. The term is not particularly current in modern contexts because the region does not very exactly correspond with the sovereign states of The Netherlands, Belgium and Luxembourg, for which an alternate term, the Benelux was applied after World War II.

Are you talking about the term "the low country" or "low country"? The low country is a term used to refer to a geographic location in the U.S., specifically, the south eastern coast (ie. coastal South Carolina or coastal Georgia) where the elevation is at or just slightly above sea level.

low countries can refer to Countries in the rhine area in Europe which are Belguim, Denmark and the Netherlands (holland) as they are below sea level and need damns to protect them.

However, the name netherlands translates to low countries in itself. so if you ever see 'low countries' and you know it is reffering to only one country it is definately refering to the netherlands.

Are you talking about average elevation? Lowest in the World?

Well the Lowest spot in the world on land is at the dead sea so split between Israel and Jordan. In the U.S. Death Valley (not in the Southeast). Average i would say Netherlands.
