What court should I file in? Circuit or Civil? Do I need to file in the state of their headquarters or can I file where I live? Thanks.

Since you are bringing the suit, you may file in the state that you live in. Depending on how the suit moves forward- they may be able to petition to move the case to the state in which their corporate headquarters is located. Which court you file in will depend on the amount of the claim. You can always look at your state's annotated statutes for more information, and if you have a law school close by you can visit the law library- or, many school's offer some form of a legal clinic where you can get legal advice for little or no cost.

GET A LAWYER. You will need one to file the suit properly. What court and what state depend on the nature of the suit.

Law student here.
Contract law basics: you have an agreement with your wireless provider that limits their liability towards you.
Unless you don't have a contract with them (like a cell tower fell on your house) you probably haven't got a hope in hell.
