Feebas is actually the rarest pokemon ever. I know how to get one though.
It can only be found in one location. It is a Route I don't remember the number of, but it is usually rainy there, has a waterfall, and a weather station. It is in between Mauville and Fortree City.
Once you get there, hop on a Surfing Pokemon and start fishing in the water. This is the hard part: you must fish on every single square of water in the entire Route. Feebas only appears on one square! The bad news is that there are 420-something water sqares on the Route. The good news, though, is that once you find that one square, you can catch as many Feebas as you want until you run out of Pokeballs. I say catch 50 and sell them to your friends!
