As a teacher, I've had planty of "smart" students who made stupid choices, whether affecting their grades or discipline. As far as success goes, it has been proven that IQ is no match for perseverance (but IQ does help) and good work ethic.
I'm not exactly sure what is being asked here, but there are many levels and types of intelligence, for example, a person who is excellent in math or science may be a horrible speller, or a person can be extremely well read and literate but have zero social skills and can appear very foolish.
As I said, smart people make stupid choices, and often times they are impulsive decisions that lead them into trouble. One could be smart and disregard potential consequences for their actions before doing them.

when I think of that it means to me that there are smart people that aren't really stupid they just like to act that way for the fun of it. Or it also means to me that it can be a personal opinion of someone because that is there personal definition of stupid.

Hmm... this question was obviously written by a stupid person. I am smart enough to notice, but stupid enough to point it out. Though I don't think you're stupid really! In fact, you must be smart to have got my attention for this long!

Neither of those terms mean a great deal. Do you mean that this person is intelligent but lacking in social awareness?

It really is impossible to give an opinion on anyone with so little information to go on. Very often people can be very intelligent and yet be clumsy and unobservant when it comes to social graces.

If I were his or her friend or employer, I might point out that they are very intelligent but might try being a little more aware of their surroundings and what's needed.

An intelligent person sometimes doesn't always have a lot of "common sense" - could be very book smart - yet, not wise in ALL areas. I worked for attorneys (graduated top of their class) - very intelligent but no common sense about regular stuff.

Which 1? There are soooo many in my school!!!!! They try to show off and it isn't cool, they are just losers. Or if you mean they don't notice things like obvious hints about things then say somthing out write to them, don't beat around the bush.
