The US governtment designates particular amounts of the electromagnetic spectrum for certain telecommunications uses: braodcast television; wireless; radios; and so on. In the interest of economic effieciency ,should trade be allowed between holders of government sanctioned rights to the various portions of the spectrum? That is should the owner of a certain amount of spectrum targeted for radio be allowed to sell the asset to another individual who believes that the value of the spectrum would be greater if it was devoted to cellular phone service?

You want an answer to that? Looks like a bunch of kids on here trying to get summer school work done for free. Come on, think. It's a completely subjective question anyway. If you want an opinion, I'll say that the government's "ownership" and regulation of frequencies is unconstitutional, anti-capitalist and immoral to begin with, so you can probably infer the rest of my position from there. . . .
