It is 10 meters from the pentalty spot. No one is allowed inside that semi-circle during a pentatly kick.

In a penalty kick the players can locate themself at least 9.15 meters (10 yards) from the penalty mark, but they have to be outside the penalty area.
To help the referees check visualy that the players are complying with the rule, an arc of a circle with a radius of 9.15 m (10 yds) from each penalty mark is drawn outside the penalty area.

in case you draw an arc from the penalty spot you have that shape. 10 yards from the penatly spot, All different participant could desire to stand outdoors the semi circle until the penalty kick is taken

Slight correction, it is 10 yards, not metres. Soccer hasn't gone metric yet.
