There are a couple of types of products available. If you are talking about GIF (Graphics Interchange Format) here is a web site you can try for free. http://www.gifworks.com/image_editor.html
If you are talking about Flash Movies it is an Adobe product located at http://www.adobe.com/products/flash/flashpro/
They offer a free trial version and have tutorials available. This will cost you about $600 US to purchase. If you really find you like working with flash a less expensive alternative is SWiSH Max located at http://www.swishzone.com/index.php?area=products&product=max&tab=overview
and it only cost $100 US

A moving pic is normally a .gif or .png file.

These files conntain a sequence of files that are displayed one after the other at a pace set by the person creating the file.

Macromedia Fireworks, Corel Draw, etc are porgrams to do this and

For web content Macromedia Flash would be a good one...but it does have a little bit of a learning curve! Read a book on it if you go that route.

Sounds like you are referring to GIF files. They are animated drawings. Do a search at any of the software sites like download.com or cnet.com for GIF editor and you should find several. I like the one included in Paintshop Pro.

Moving pics...hmmm...I'm thinking Flash MX 2004...or Better yet the latest version...Flash 8.
