County/Unitary Council, City/Town Councils or Parish Councils? They was originally just one 'local' council for each County. But some Counties have a County Council (that goes from boundary to boundary), and then the Counties have been split into smaller parts (and then they have their own council), and then there are City/Town/Village councils within those areas. So some Cities/Towns/Villages have to go through 3 or 4 'Councils' to get anything done. At the last count their were about 100 County/Unitary Authorities/Councils.
