Do something Lady. You will have to do it to acheive your goal. If you don't become an officer you should atleast become a person self sufficient to look after you and your child.

Very simple.
Attend to your sick child and if you have no money, go public with paper advertisement with a request get money through public donations.
There is a solution for an uncaring husband.
You can go to police and lodge a complaint, better, through a lawyer as well as approaching proper court of law to bring your husband to his senses, because it is the duty and responsibility of your husband, to take care of both of you.
Now, under the present circumstances, it is difficult for you to become an IAS Officer.
The only another way out is, public sympathy and their donations which may help you to some extent.
Good Luck!
