I've been to local banks, and even to the US Mint website. I can't seem to find just a bunch of Kentucky quarters..

Hi... I'm a coin & currency dealer in the Midwest. Unfortunately you can't buy the rolls directly from the Mint anymore as they ran out. So, banks can''t order them either. Your only chance at buying them at face value ($10/roll) is to scour other banks....and it sounds like you have already tried that to no avail. Your only other option is to go to your local coin dealer. They will either have, or be able to get, single coins, rolls, 100 coin mini-bags, or 1,000 coin bags. Of course you will have to pay a premium for the coins over face value... but bear in mind that the dealer had to pay a premium as well. Kentucky is a common enough quarter where you shouldn't have too much trouble getting them at a reasonable price level though. I'd call around your local coin shops and you should find them. Why would you want 180 quarters that say Kentucky on it?
How about just $10 worth in Kentucky Quarters. You can't find them,because if you want so much of quarters,so you'll have to order them.

I work in a bank - we'd order these for anybody. Any bank should be willing to order you $20 worth of Kentucky coins.

You might try contacting a coin dealer in your area they may have some. Plus I just checked ebay and there were some listed there as well.
