I assume, that you mean with "who" anything like a higher being, and with "the world" somthing like the earth or the universe.
This is th physics forum, so if you want religius or spiritual answers ask in the approriate forum. Here we can tell you what we know from earth science and astronomical observations ou cosmological considerations. The earth originates as the whole sun system from a cloud of gas. 6 billion years ago the center collapsed by its own gravity, heated up and finally formed the sun. The rest that did not fall into the sun "clumped" together and builded the planets, of which the earth is one.
The most plausible theory for the beginning og the universe is still the big bang, althogh there still are some problems (the inflationory phase, and we still cannot describe the very beginning exactly) but most observations agree excelently with this thoery.
So in physiks there is no "who" to make the world, it's a consquence of physical laws, like gravity, quantum mechanics, ....
