I would like to do video editing, handycam recording, multi media tasking, games and web browsing. can anyone sugggest what is the minimum requirement to have the pc running averagely fast.

for this you need fastest computer with all advance techinologies.
About Minimum Requirement you could only now when you buy video captureing card for recording & games you want to play. but all other tasks are done even in pentium 2. I recommend you a best pc as under:-
