Yes, Scotland will eventually qualify for the World Cup finals but they will probably go out in the group stages. Despite having some players with real quality and amazing support, Scotland just cannot perform.
It is a real shame because they bring a great atmosphere to the World Cup.

Only Sir Alex Ferguson can help Scotland qualify because Guus Hiddink is unavailable. All others are 50-50 at best.

They have a good football history, but they are going backwards... they qualified in 1998, but now they don't look close.
In qualifying, they drew with Italy, but then stuffed that by losing to Belarus and drawing with Slovenia... they need to be more consistent.
