Need to say sorry arises when I have done something wrong or i have not done what I was supposed do .
In the first case, I'll try to correct it . In the second case I'll go ahead & finish the task .
After all action speaks better than words .

um... depends what i'm appologizing for... if it's something i did after someone really lit my fuse, then i won't appologize, even if i said or did somethign really wrong.

but if it was just a silly misunderstanding or somethign i said that i didn't mean. then i have no problem to said sorry.

oh, and if i was really out of line with someone i care for be that a friend, relative or loved one, then i will appologize even if i am the one who was right, just to get things sorted out and cool again.
