pele played amazing football for over a decade and was inspirational to not only brazil winning 3 world cups but also to other players all over the world. he played his best football in brazil and also in the world cups.
George Best was the best player in the english league for a couple of years. his ball skills were second to none. however, no world cup win goes against him as his skills were not seen by all in the world stage. he did not have an allround game as the brazilian did.
so to conclude, Pele is certainly the best player.

You see Pele was an all time great, and George Best is an instant classic who has woken up a major part of English football, you see when we dont see some one play we cant tell anything about them.

Two part question, really.

Part One:
Gerd Muller if you are talking about better overall player with best GPG; di Stefano and Romario if you are talking about heart and goals; Pele if you are talking about inspiring a new generation of world players and total goalcount per games played (and excellent GPG); George Best if you are talking about inspirational moments in English football.

Part two:
Pele.
