I did it in broad daylight in the park of a large city and on the very back seat of a greyhound bus with my 1st husband. No one even knew either time.
I've riden more than one of my boyfriends while they were driving down the interstate. All I can say is truckers love it, but soccer moms, grandmas, and the church ladies are horrified.
So, the answer is yes, you can have sex in public. However, you can be arrested and put in jail.

Yes, and people do, especially in Europe. They go to parks and have sex with each other while others watch. It is called dogging and it is expected to hit the States eventually. Of course it is illegal so if one does it they had better be prepared to face possible jail time if caught.

I wouldn't suggest something stupid like on the side of the highway.
I think the chance of being caught heightens the encounter to some degree.. but to know that I would be seen is a turn off.
