I don't know who I would say is the best.... maybe Klinsmann of Germany or Hiddink of Australia or maybe Pekerman of Argentina. I have seen them all make very good substitutions.
I can tell you who is NOT the best coach - Domenech of France. Boy oh boy has he got them in a pickle. Poor tactical plans, poor plans for adapting to change, doesn't listen to what his captain has to say.

Currently the best coaches on the world are Fabio Capello, Jose Murinho & Arsene Wenger. But neither of them are on the World Cup so the best coach on the WC is Gus Hidink or Lippi.

Hard to say. Some coaches have very talented players, making their job easier, and some have to really work hard to draw the abilities out of their players. I think Bruce Arena, America's coach is doing a pretty good job with the players he has, and that America is in a really hard group.
