There is a place called Hell in Norway. Although Im pretty sure they pronounce it differently. It being in Norway, a cold part of the world, it wouldn't surprise me if hell froze over, but hell would really freeze over only if the Cleveland Browns won the Super Bowl

Yes! Its in Michigan. Population 266. Borders Washtenaw County.
Its Zip code is 48169

"According to the town's semiofficial Web site, there are two leading theories about the origin of Hell's name.

The first holds that a pair of German travelers stepped out of a stagecoach one sunny afternoon in the 1830s, and one said to the other, "So schön und hell!" - roughly translated as, "So bright and beautiful." Their comments were overheard by some locals and the name stuck.

The second holds that after Michigan gained statehood, George Reeves was asked what he thought the town he helped settle should be called, and replied, "I don't care, you can name it Hell if you want to." The name became official on October 13, 1841." -Quoted from Wikipedia

If the question refers to a geographic location the answer is that Hell Michigan does in fact freeze over each winter. If it is a theological question then the answer is no, Hell is in theological terms the blazing furnace of eternal torment and damnation reserved for Satan and his followers where the fire never burns out.

Interested in mythology? Well, the mere center of hell is a palace named Pandemonium. There is ever-frost. Around this icy palace flow the 4 rivers of hell: Styx- the flow of deadly hate, Cocytus- named of lamentation loud, Phlegethon- whose waves of torrent fire inflame with rage and Lethe- the river of oblivions, a slow and silent stream into the burning lake around this "frozen continent"...
