Canada's chief trading partner for lumber is the good ol USA who have been illegally enforcing tariffs on it despite WTO rulings that this is against NAFTA policy. They have offer to pay some of it back, but only if we fufill an unreasonable amount of demands. Isn't free trade peachy?

Nothing technically illegal, but crossed customs with "contraband." It wasn't illegal on either side, but wasn't supposed to transport it.
