I have a Ethernet card can i used the same for connect phone line for dial up connection

No, you need a regular modem to do that. The ethernet connector is not the same as the regular modem.

Not today ! Buy a phone modem card, their cheap. Or I should say cheaper than trying to have an Ethernet card connected to an external device as a modem.

Modem connections do no longer use the Ethernet protocol. i'm particular you have heard of the OSI form. From the actual Layer to the consultation Layer, the verbal substitute technique of modems differs from that of your Ethernet adapter.

ethernets for high speed internet connection(broadband) ...used to transmit and recieve high volumes of data rj45 port while the dial up one is only for like 56 - 128 kbs rj11 port (modem)...theres a diffeence as far as there as the bits incoming and transfers of data
