Babylon is the Greek variant of Akkadian Babilu (bāb-ilû, meaning "Gateway of the god", translating Sumerian Kadingirra), an ancient city in Mesopotamia (modern Al Hillah, Iraq). It was the "holy city" of Babylonia from around 2300 BC, and the seat of the Neo-Babylonian empire from 612 BC. In the Old Testament, the name appears as בבל (Babel), interpreted by Genesis 11:9 to mean "confusion", from the verb balal, "to confuse".

The Hanging Gardens of Babylon were one of the Seven Wonders of the Ancient World.

Babylon is an ancient city. You may have also heard of the Neo-Babylonian Empire, of which Babylon was the seat of power. This was also the capital Babylonia, an ancient Mesopotamian nation. Babylon is actually the Greek variant of Akkadian Babilu, which means "Gateway of the god". Also, the Hanging Gardens of Babylon were one of the Seven Wonders of the World.

several posters have already given you the historical meaning of 'babylon'.

for rastafarians (and some other reggae- and reggae-influenced musicians) the significance of 'babylon' is that the jewish nation was captured and held there in captivity according to biblical record.

in reggae-derived pop music 'babylon' hence becomes a metaphor for any imperial power which captures or oppresses the children of the true religion.

the children of the true religion are always members of the same church as the band who are singing the song - so 'babylon' can be anyone who they feel is oppressing them.

in such songs often 'babylon' will mean the american government (particularly if the music comes from a region where american interference is chronic and unwelcome). sometimes though it might mean the british government, the french government, or even the local authorities.

and then again 'babylon' might simply refer to 'the forces of international capitalism':- as it seems to do in bob marley's 'exodus'.
