You are talking about two different issues. Laptops need air space below to let off heat. Many people set them on things that block off their "exhaust" underneath, so make sure you set yours on a flat hard surface. As far the faster, slower running programs, you may have spyware on your laptop and not know it. Invest in a good anti-spyware program. This will allow you to remove those unseen programs that are running in the "background."

1. If you are using it on your lap please ensure that it is having the proper ventilation, which is usually located at the bottom of the system.
2. Check if there are any stray programs running choking the processor.
3. Check your logical memory and how much the pagefile size is. If this is small the system could be wasting ample time switching the pages between the pagefile and RAM.
4. Dont open too many programs which requires high end resources.

the faster and slower thing is just your CPU fluctuating in clock speed. thats normal for a laptop, especially if your unplugged. try running fewer background tasks. as with heating up, its normal too, you may be feeling the CPU get hot when its on your lap. thats normal, but if oyu get an over heating error in WIndows, or Mac OS X, TURN IT OFF! and let it cool. try not to block the vents if at all possable, that will help it cool down.

If you are not on a flat surface the air can't circulate. Get it off the sofa or the bed and onto a hard flat surface. or find a way to bring it up a little higher up off the table. It needs to be able to 'breathe'

ypur fan may be stopping. also depends on the programs your running, if your usinig limewire and try to chat it will slow down. Some programs are RAM hogs and that will slow your system down.
