If it is possible, can we spin the top (children's toy) on which the whip wound starting from the broad end to the tappering end?

You can wind it anyway you want but it will only work well when winding from the tapered end to the broad end. This is due to the fact that the top is balanced more so at its broad end than it is at the taper. In other words, the top will flip to its side if you wind it to the tapered end. If you really want to increase the rpm of the top you could make its midpoint narrow in diameter with two equally balanced broad ends and then wind it towards the middle. This will keep the top balanced when it reaches the end of its whip and the whip to top ratio will create much more spin. You will still need a taper at the end of the top that hits the floor.
