Mexico is corrupt because of one thing only. They have no tax system with power to enforce tax code. If mexico had a strong IRS, they would have the money to build infrastructure, construct a working police system, and educate all of their people.
I had a friend that retired with 7million dollars after selling his company. He took the money to mexico, gave the tax collector 5thousand dollars and paid no taxes to the mexican government.
Thaqt could never happen in america.

Mexico is one of the most corrupt countries in the world. Sure our judicial system is not perfect, but our law enforcement isn't as corrupt as Mexico. If we get pulled over by a police officer, chances are we will get a ticket, and not be asked for money as this happens in Mexico on a regular basis. I have been in this situation first hand, and all we did was pay the police officer off. Had this happened in America we'd of been arrested for even suggesting such a thing. Mexico's president serves his own best interests as well. Mexico's country is so corrupt and poor, and the government could give two sh*ts about it's people that it's people are risking their lives everyday to come to America. If we're so corrupt, why do they wish to come here?? The problem with Mexico is that their political leaders have no integrity and neither does their law enforcement.

Both countries have problems with corruption in government. But at least the USA doesnt allow their poor to go over the border illegally to work and bring the money quite often back to Mexico. We have enough people who are poor or are just making it. Mexico needs to clean up their act and stop catering to the rich. We have enough of that nonsense here. In this country minorities will never be treated the same as whites. It would be nice if it wasnt so but when you have people, even in this forum who think that minorities use race as a get out of jail free card, racism will be here forever. As long as people cannot look beyond color and see a person there will never be equal justice.

Mexico is corrupt because of the culture. The people who are fed up come to the United States. The culture has been corrupt for years. I don't look for any quick change. Try to bribe a cop here and see what happens. You'll be put in jail and charged with a crime. In Mexico the cop will ask for a little more money. Here we enforce the prescription drug laws, steroids for example. In Mexico you can buy virtually any drug particularly steroids on a local pharmacy. It's part of their culture. It's the dumb gringos who buy the stuff anyway.

Let's leave the current American administration out of the scenario, if we are to compare the two countries, because just with Haliburtan alone.. well, What I'm going to say is really true, even as pissed off as we might be with this administration with their cronyism, or frustration because of a run in with a rogue cop, in theory it's true and in practice it's like 97% true: You know the saying? "Power corrupts. And Absolue Power Corrupts Absolutely." We may be disenfranchised with our current situation, but we still have some semblance of checks and balances. Primarily US! We see rotten things going on, we make a fuss, the papers may or may not report it, someone may or may not respond, but there's enough of us little guys that outdo the (well maybe not outdo economically, but you get the picture) Haliburton Debacles to make things right. We have freedom of speech, we are innocent til proven guilty. As much as we all like to complain, WE CAN COMPLAIN! Our police are civilized, they have a firearm and except in VERY rare cases use it the right way, (even in the instances where it's wrong I usually tend to give them the benefit of the doubt, cuz man, I'm not brave enough to be out there with these crazies!) There the Gov't blatently lines their pockets on the toil of the poor, plus they don't really have classes, per se. You're really really, Godawful rich, or your something akin to a peasant; there's no real middle class. So rich vs poor, Politicos vs the downtrodden, then bring the police in...They don't issue tickets as much as issue fines. Payable to them. At the time of the siting. They have really big guns (AK47's or some such firepower) and they don't seem too offput to use them. In US minorities may get longer sentances, so our system may be flawed, but you still have the right to a jury of your peers, and yes while sometimes that phrase is laughable, I've served on Jury duty 4 times, I'm a Marketing Director and each time I would have really ok with the people that served with me jurying a trial for me. So I would have to answer your question with a final: Mexico political system is corrupt because of the class system and lack of ability to have public opinion heard. (probably what you wanted about 14 sentences ago, yes?)

you have
a country that was based on agriculture, befor oil.
you have a resource that needs to stolen, you have a population of indigounous ancestry......in america we killed off them off problem solved.
But with the such a large amount of poor in Mexico the US had to do everything in its power to keep
1) make sure the country did not go socialist or communist
2) Make sure the leaders of Mexico were friends of the US.
This will guarntee corruption.....the poor here keep quite unlike the vast poor there which is a timebomb
