I am planning on retiring to paradise myself within the next 5 years. It all depends on your preferences. Do you want to be near the ocean? Do you prefer the mountains. Would you prefer the cool mountain air of Baguio or Tagaytay? Do you want to live in a large city or a small town in an out of the way province? How important is it to have people from your country near by? What about infrastructure? I have found that infrastructure varies dramatically from province to province.
Everybody has their own preferences. I fell in love with Samar during my first visit there but the constant brown outs have ruled it out. I have also ruled out Manila because it is just too large for me. Baguio is nice but too far from anywhere.
Both Subic and Cebu are nice and are places that I am considering and I do like Tagaytay.
I am also considering Angeles City because of the night life and I have many friends there already. However, it may be too far from the ocean even though the new expressway under construction will make it a quick trip.
Ultimately, I will choose a spot only after my boss approves. My boss is, of course, my honeyko.

You don't give us enough information to give you good advice. If you may need state of teh art medical care, you will need to stay near Manila or Makati in Luzon, or near Cebu City on the island of Cebu. If money is the big issue, the cost of living, though inexpensive for Americans almost anywhere, is probably cheapest in Bohol, or one of the provincial areas. If being near the ocean is important, probably Boracay or the Batangas, but since the Philippine Islands are surrounded by oceans, you will have many, many choices. If being in a more beautiful and little cooler climate, then Bagio or Tagatay might be best. If you just want to be near where there is lot of "action", night life, girls, etc., etc., then you will probably want to be around Manila and Makati. No matter where you go, you will like it, I think. Good luck.

Depends on what you really want to do and where you're from.
If temperature is an issue, you may llike Tagaytay. Its like Baguio without the over population and pollution. It seems to be popular - there is a lot of building.
Bohol esp. Panglao is very nice if you love beaches. Cebu is any other city...
Manila is just another city...

I would recommend a smaller city like Iloilo or Bacolod. I have lived in Iloilo the past 4 years (ret. USN). We have all the advantages of a big city without the high crime rates and high prices of the bigger cities. We have modern shopping malls, good schools and excellant medical care.
I would advise renting in the area you decide to live for at least a year and estabish it as a home base to look around other areas. Each place has it's advantages.

How about Clark or Subic Economic Centers ? They were the former US Air force and Navy bases turned into economic zones and I hear doing okay.
You'd have the best of both worlds --Philippine culture and when you get lonely 30,000 former servicemen retired there who you can talk to when you get lonely.

Personally, I plan to retire in Cebu. Not just because of the pristine beaches but mainly because of the warmth of the Cebuanos and great FOOD, especially seafood, they have there. Choose Cebu. I tell you, it is almost like paradise for me. :)

Try to narrow down your choices and visit them yourself. You might not like the area as much as other people. It's also a good sightseeing tour for you and not that expensive.
You can also try reading about the areas you wish to retire in. You might want to be somewhere where you'll have people of your own nationality living nearby.
