What do the 2003 International Building Codes say about having to install a pan under a water heater? I live in Phoenix, AZ and my home builder is telling me they are not required to put a pan under my water heater.

My city says that we follow the 2003 IBC.

My water heater sits directly on a drywall floor. It is a little nook built into the wall about 2 feet off the ground. It just seems to me that a pan would be required because if the water heater leaked it would leak right into the drywall floor and ruin it.

they are definitly recommended, the code states in multi dwellings and on the upper floors it is necessary

What you want to check is the Phoenix Arizona building codes. But no you don't need a pan under your water heater.
