You can't terminate an email account. All you can do is stop using it, and after six months or so of not logging on, the account will be deleted.

If you want to close your Yahoo! Mail account, you'll have to close your whole Yahoo! account associated with it. If you do this, make sure you cancel any paid services first and remove any info you have publicly listed like anything left in your profiles.
The "Account Deletion" link is in the third paragraph from the bottom on this page, but I'd recommend reading the whole thing.
