Yes you do. I use to work for Verizon in the DSL dept. You must have a line to transmit the data. DSL = Digital Subscriber Line. The line needs to be tested to be sure you are not too far from a central location and that the location is equipped with the equipment to support DSL.

It might be possible to get what is called naked DSL in your area. What does this mean? It means DSL service without a dial tone on the phone line, so you cannot make calls, but can receive a DSL signal for internet access. It depends on your area, so check around to see if it is available. Also you must be within a certain distance to a phone company centeral office, no further than 18,000 feet in most communities. Check your local phonebook to see if anyone is offering naked DSL also called a dry line in certain areas. And it will usually cost you more per month than regular DSL service.

In our country, yes the phone service is activated first before DSL gets activated. In my opinion, this would be a universal feature because DSL is all about better internet connectivy using a normal phone line. So, internet option sits *on top of* your phone line. I am sure these two are not mutually exclusive options.

Why don't you get high speed Internet service, it's better than DSL. You can get it with your cable company. Most of the time they have good deals (6 months) if you open a cable TV and Internet, ask for details and look for promotions.
