macromedia dreamweaver is a great program with a tutorial that makes designing a site easy.
Yahoo and msn both have an area where you can make a page easily.

If ur not a professional, there are lots of websites which ll help u. U need search in google to find some website which ll help u create free web pages. And if u know a little about websites u can use frontpage, dreamweawer, flash etc to create web pages.

you can make a web site in HTML if you know if you don't know the HTML language the use any Website making software like Mecromedia dreamware. In that software u can make ur own website using tool u don't need to know HTML language.

Most free websites allow a website builder. You can also do HTML yourself (but I bet that's a bit too much for you) or download pre-made layouts. Just google "free layouts" for some examples. My favorite is http://www.magitek-designs.net/.

Learn HTML Programming and/or use HTML Editing programs and/or use a free webservice like geocities.
Type in Learn HTML or HTML Tutorial in google search engine and you find a ton of results.
