Depending on where you live (zone) and wheather you want a perennial or annual or a shrub or vine...? Most succulents are rather neglect-resistant. There are quite a few flowering plants that do well unattended. Most actually grow better that way!
I have personally found that Canna lillies and Crepe Myrtles do well here in Northern California.

Depends on where you live!
Check out http://www.burpee.com/
Look to the middle left for the Zone Finder and enter your zip
All perennials are a good start since they don't need replanted every year.
Also, you can contact your local Native Plant enthusiasts to learn about indigenous plants. You might find that going native will guarantee your success and you might just save a species!

Too broad of a question. It depends on rain, soil, etc.
Honeysuckle, iron plants, indian hawthorne, cactus, ferns, ginger andcrepe myrtle are a few of my favorites that come to mind.
