I would check your state regulations first. In many states they require two people to be on the PWC one to drive and one to watch the skier. I have seen many tubes behind jetski's but not many skiers. I would guess for numerous reasons the most obvious being a skier is much more pull than a tube and a jet ski might not supply the needed wake a skier needs for a smooth ride.

An experienced skier should be ok.
Depending on what state you are riding in you might also need an observer and this might be too much for a 500.

It depends on the weight being pulled. Also these watercraft create a large wake behind them. It has been done but that is what a ski boat is designed for.
