Do you mean markers or technical pens? For a technical pen nothing beats rapidograph.
Markers? Tombow is good, so is Pentel. I wish Pentel had a brush tip like Tombow does. Pentel colors are smooth and don't leak through paper.

The best ones I've found are COPIC brand. They are a Japanese marker brand that you can find online and in a FEW art stores. They have rich color and a good quality.
