There is no color that can not be seen on earth. Either it exists naturally or can be created because; as has been noted many times, humans can only see within a certain spectrum range. We know the wavelengths of light and can recreated them, so no color we can see can not be seen right here on earth.

You would not see another color that doesn't exist on earth because the human eye is capable of seeing only a certain band of the electromagnetic spectrum. Any color that you see would be described within the limits of that band.

By electromagnetic spectrum wavelength.
The signature of color is the wavelength.
I would pull out my trusty digital camera, that is specially designed to capture all the spectrum wavelengths that are visible to the human eye, And Show the person the color that I captured, on this strange new world.
And if I had time, I would show them some of the spectrum wavelengths that are not visible to the human eye, but were visible to my trusted camera as well as some of the strange creatures that lived on that planet; Like ultraviolet waves.

Well...I wouldn't be able to see it. My eye only divides light so many ways...I can only percieve colors within the spectrum of divided white light. If I saw a new color, then it would be because I saw in a new spectrum which would involve some really interesting technology...so I might start with..."Dude, there is this thing which shows light in a different spectrum"...and go from there..

There is no colour which cannot be made without the aid of the three primary colours. Therefore any "new" colours which you come across will be so similar to colours already viewed it won't be noticed as being "different"... you will describe it as you would the colour of a car you saw in the street..."I saw a Ferrari, it was a greenish dark bluey colour."

simple our eyes dont see the whole light spectrum anyway so id have to compare it to the colors i am able to disern by the light i can seeall energy is a form of light radiation in differant wavelenghts i was a radar operator for the army and microwaves are a form of light emission like the visable light spectrum

We are only able to see certain colors. I'm sure there are hues out there we can't imagine, because we don't have the right eyes.
Every color we are capable of seeing, we see.
