England, at the end of the Revolutionary War. This was the only country that had authority over us in the first place, so it makes sense that they were the first (and only) country to recognize our independence.

Other than us recognizing our own right to be an autonomous nation, the first foreign nation to recognize us was France. They pitched in and helped us win the war.
