Highly dobut it against Cheney. Generally unless there's just blatant evidence you won't see the VP/President charged with those types of crimes because of the fact they have to make decisons everyday that people will disagree with.

Rove on the other hand would be possible.

I'm sure Bush would pardon Rove/Cheney on his way out, so they could not be held accountable for their actions. More to the point, a Rove/Cheney investigation would uncover a whole lot of Bush dirt, and he doesn't want that.

As far as I know, a presidential pardon can't be challenged or overturned.

Maybe not treason, but if the next is a Democrat, they'll almost certainly get into some kind of trouble, even if its just a political slap on the wrist.

its considered "bad play" or "poor show" to do something like that to people that were important to the last cabinet.
