For pure evil, I would give Hitler an edge over Stalin. Hitler's genocidal zeal is unmatched. Stalin's ruthlessness, and death toll exceeds Hitler. For pure numbers, Mao is the very worst. He may not have been as genocidal as Hitler, but Mao's contempt for his own people (seeing them as mere numbers) is staggering. During the Great Leap Forward alone, 30 million people starved to death. Mao didn't care in the least. He saw it as an experiment that didn't work out, and the losses were just collateral damage, to use a phrase that we hear a lot of nowadays. Osama Bin Laden isn't even in the same league as these guys.

Probably Stalin, althought Mao killed about the same amount. Stalin was more cruel tho. Hitler is the most notorius, but killed far less.

Among the 4, I'll say Hitler.

But if no answer given, I'll say the Japanese during WW2, see what have they done to the Chinese. They kill for fun and competition!
