Mayhap never. Manufacturers are coming out with different filaments all the time. There are several brands of so called energy saving bulbs on the market now. Some give the same "light" as a 100W. bulb while drawing less than a 75W one.
There are even "cluster" systems out now, that are several groups of high intensity LEDS in a bulb like package and that only use about a third of the energy for a given amount of light of a comparable bulb.

The' energy efficient' compact bulbs emmit light by exciting the compacted gas(flouresence) and are applicable in situations where factors are favorable. There are times when the incadesants do a better job for the illumination area given.
Do not be taken by the premise they are a great energy efficient electrical device....they are not.

They will never phase out completely. Many people have horrid reactions to fluorescent light, including myself. It causes awful migraines for me.
