Yes, but ppl don't always recognize a transient ischemic attack when they have one. A TIA could be just a few minutes of confusion, blurred vision or dizziness. Things that many of us would pass off to something like being tired or getting up too fast.

Not always. There are different stroke warnings and TIAs are one of them. There may be weakness on one side, difficulty with speech, or the inability to keep the mouth even -- one side will be lower than the other.
