i think its a spoof of reality in where you can go to some high qualifying jobs like doctors and rocket scientists and see some pretty stupid people. and besides it looks funny that the wealfare of springfield living and not dieing because of nuclear meltdown is at the hands of a idiot savant redneck like homer

OMG i know how can he? he is SO stupid, but he works in a nuclear plant for nerds.... well since he's a cartoon, he can pretty much do whatever he wants at anytime.

I just remember the episode where there was some other guy with a really good test score competing against him for the same job. I don't think he cheated, I think the other guy dropped out for some reason.

there was an episode that explained it, he was part of some kind of social effort to employ the underintelligent or something. I forget what it was, but Mr. Burns was told by Smithers at some point.

its a cartoon if you asked that then you should also be asking why do they only have 4 fingers?why dont the kids ever grow up?why are they yellow?but you know what as i said in the beginning its a cartoon fantasy so laugh at it dont really ponder.
