It is due to the hydrogens bonding to the oxygens. Water always easily breaks up into H+ and OH-, and therefore attracts polar molecules. Also, keep in mind things dissolved into water are either polar or nonpolar, so it based on what is being dissovled into water, it can either become ionized (break into particles that are charged) or not.

well water is a polar molecule...therefore it attracts polar molecule or in other words dissolves polar molecules. try mixing water and oil (is nonpolar) this will never happen because of the intermolecular forces involved. remember this golden rule: LIKE DISSOLVES LIKE so polar molecules dissolve polar and nonpolar dissolve nonpolar.

There is no attraction or repelling going on. It bonds with other atoms or molecules in polar bonds, and does not bond non-polarly.

Anything that atracts or repels, HAS to have some type of charge, be it negative or positive, or it wouldnt act in that manner...
It may not be scientific, but, its a fact, like objects will repel and different objects will attract...
