Hard to say since Hitler killed 15 Million (estimated could have been more but it was at least that many although 11 Million other deaths are debated on if they count as the Hitler deatsh or not and if they do it would be 26 Million deaths).
Stalin killed 20 Million people (estimated) although if 11 Million Deaths should not be added to Hitler's estimated 15 Million there is still the issue of how Vicious were both Men not to mention Hitler's death causings were in a shorter time frame than Stalin's considering Hitler reigned 1933 - 1945 but Stalin was Secretary General of the Communist Party from 1924 - 1953
So thus it took Stalin longer to kill 20 Million than it did for Hitler to kill at least 15 Million not counting the additional 11 Million where they debate on if it sound be added to Hitler's victim list.

I personally think Stalin was worse. The reason for this is that the war, violence, and holocaust Hitler's reign caused killed about 11 million people total [A]. Stalin's reign ended in the deaths of about 20 million people! [B] The really bad thing is that these were Russian people. So not only did Stalin cause the death of approximately 9 million more people than Hitler, but the dead consisted mainly of his own countrymen!

Before Hitler started the final solution in 1942, Stalin was exterminating rivals, potential rivals, imiginary rivals since the 1930s.Wholesale deportations of Ukranians to Siberia because historically they don't consider themselves Russians; Jews were always targets of state sponsored pogroms, bandit suppression operations in Chechnya, the Caucasus, and Georgia and destrying the entire officer corps in the Russian army which was one of the reasons why they did so badly against the Germans in 1941. Even during the war, Stalin murdered captured Polish Army officers in Katyn wood and blamed it on the Germans and continued executing his own people while Russia was fighting for its survival against Nazi invaders.
And after Hitler died,Stalin was killing dissidents in countries now under Soviet domination until his death in 1953

I have to say Josef Stalin was worse. Hitler actually read Stalin's book and modeled part of his persona off of Stalin's practices. Stalin didn't have a role model. If there was no Stalin, Hitler might not have been the mass murderer he became.

Hitler was ten times worse than Stalin ever was or could be. Hitler killed millions of people, destroyed germany's economy, increased rascism, and promoted Fascism.
Stalin was just communist. He didn't really kill that many people. He could have been a lot worse though.
