Well, first you need to have a plan for what type of business you want to run. Next, you need to start wearing slutty clothing on a regular basis so that you will attract cheesy guys who will be interested in acting as an investor, and putting forth the money necessary for starting your business. You will also need to make friends with a lawyer (preferably male) who will keep you from signing any bad contracts/keep you from doing anything blatantly stupid. Otherwise, you can apply via your state's homepage for a grant, but it's much easier to just act like an idiot and get some rich, dumb guy to pay your way! ;)

First, one should consider their list of objectives. Next, analise their situation which consists of: immediate financial needs, personal abilities and attributes, detriments & stumbling blocks, and an inventory of available resources to overcome the stumblingg blocks.
Also consider what field of endeavers you really enjoy doing. If you can't stand spoiled brats, then don't go into teaching. Otherwise, use your creative abilities to explain how to create a 'bratless' generation in our society.
Use your daily experiences to perform a simple reality check. What did you experience today that disappointed you? Was it a product? Or lack of availability of that product when you wanted it? Was it some interaction with a person, machine, a law, or the rules that upset you? If so, consider what changes would have made the situation better for the society, company, or neighborhood involved. If you can create or design a better mousetrap, the world is standing in line to purchase one from you.
Listen to people that say,"I wish my Mom could or would bake cookies every day." Any Mom on the block would rather buy cookies from you than bake them themselves. Especially if they don't have a Dunkin Doughnuts nearby.
Ever wish that while you were sitting in the shade on your front porch during the hot summer evenings that someone would come by with cold pop, tea or lemonaide for sale so you wouldn't have to drive to the CircleK miles away? Ever consider putting a pop machine on your front porch?
Ever wish you could find a reliable, sane, trustworthy babysitter? So do many other people!
Consider your wishes and needs, then realize that many in your community have the same needs. Can you supply the solution?
That is often the bottom line question determining your success or failure with a new business. Do you have a product or service that people need or want? By listening to the complaints and comments of your neighbors, friends, relatives & associates pertaining to their daily lives you can perhaps develop a process, product or solution that would enhance their lives and fulfill one of their needs.
I believe that your best chances of finding that "successfull" business relies more on your initiatives and creative efforts than some internet spam that promises you wealth. They often take advantage of your hopelessness and desperation at mimimum wages to perpetuate their wealth.
Perhaps one last, but important tip to start with. Consider your daily habits and the value you place on them. If they are prevent-ing you from saving money, consider re-arrranging some of your priorities. Re-valuate your friends & acquaintances, are they holding you back or encouraging & assisting you? What kind of friends are they?
Its your life, but you usually can't have it both ways. In order to start a new business you must be prepared to start a new life.
Your utmost priority should be: I want to change my life into a happy, sucessfull, and profitable scenaro. I am willing to make the necessary changes to accomplish this goal.

For starters you could go to the SBA and get an application. This has help for small business trying to get started. You may need a CPA to help fill the booklet out. Or you could find a financial backer who wants to back you with his money and you do all the leg work to get the business started.
Another option is to talk to your local banker and ask what he think your options are ..Bankers can give alot of advise as to what your next step would be.

Write a buisness plan, and you can get help doing this by contacting your local small buissness administration, or your local college, they have people who own small buisnesses that will help you write the plan.
If your bank turns you down, you can then go to the small buisness administration, and apply for a loan, but you really do need to write a good buisness plan before you do anything else
