I am a veteren cosplayer so I have dressed up as several manga/anime characters. Here is my list if you think it will help:
San (Princess Mononoke)
Nausicaa (Nausicaa of the valley of Winds)
Rin (Blade of the Immortal)
Reika (RahXephon)
Subaru (Tokyo Babylon- I don't generally recommend crossplaying)
Lady Une (Gundam Wing)
Kino (Kino's Journey)
Kusanagi (Ghost in the Shell: Stand Alone Complex)
There are many factors in choosing a cosplay. Do you plan to make the costume yourself or have it made? How much are you willing to spend? How difficult will it be? For my first costume I chose San from Princess Mononoke because it was relarively cheap and easy to make. Since then I have upped the complexity but the costumes I wear are always comfortable. While it's not necessary to choose a character you resemble, I usually do being short and curvy, I think I would look vaguely ridiculous as tall, willowy Emeraldas).

Yes, cosplay is so much fun!
I have been called "Milly" from Trigun a lot because I look like her. Since I have gone dressed to school like her before, that's who I would dress up as. Not to mention her wardrobe is easy to find and her hair style is not all that difficult.

Hmm, I'm not a girl, but I do know that Robin from the anime Witch Hunter Robin is a relitivly easy character to do, providing you have enough hair.

Why don't you search the net for anime/manga characters that you like and see if you have the means to cosplay as them?

People say that my hair looks like Tomoe's from Rurouni Kenshin, so I would cosplay as her. And she has black hair and black eyes so I think I would look like her if I were to cosplay her. She's a girl too, so maybe you could dress up like her, but she has black hair and black eyes so you'll need that too. And also, her kimono would be hard to find since it's so complicated and yeah... that's all that I can say to help.
